Hello friends in Government, Policy Leaders and the general public:

Good Day.

My name is Huibert Arnold.

President and Founder of Global Integrated Care International — where independent research and governmental review come before commercial AI deployment.

In this short media briefing I wish to elaborate on the following:

“Who Guards the Guardrails?”

AI is transforming everything—how we work, learn, communicate, and even how children grow up.

But here’s the question: Can the industry be trusted to police itself?

The people building these systems now control enormous wealth, influence, and access to public life. Yet the industry has often resisted meaningful oversight, arguing that regulation could slow innovation.

But innovation without accountability can become power without limits.

No one expects airlines, drug companies, food producers, or carmakers to simply promise:
“Trust us. We’ll keep everyone safe.”

These industries are monitored, investigated, fined, and required to learn from failure.

So why should AI be different?

One computer scientist offered a simple analogy:

If a car occasionally ignored the steering wheel and drove straight into a wall, we wouldn’t just build guardrails along the road.

We’d fix the steering.

And that may be where AI stands today: powerful, fast, and impressive—but without enough reliable controls.

At a high-profile meeting, technology leaders gathered beside a nation’s top decision-maker. Reporters asked whether self-policing was enough.

Before the executives could answer, the response came for them.

The message I took from that exchange was clear: trust the industry, avoid restraints, and let competition decide.

But when technology can influence economies, elections, childhood, and public opinion, this is no longer just a business decision.

It is a public safety decision.

The real question isn’t whether AI should be stopped.

It’s whether the people building the future should be powerful enough to define its rules alone.

Because progress needs freedom.

But freedom without guardrails can become a collision course.
